Link is below for the APHIS site to voice your opinion... The AKC petition on APHIS now has 45,000 signatures.
Wayne Pacelle announced on his blog that he just mailed 60,000 letters.
APHIS said that petitions or form letters will count as one comment for their purposes of evaluation.
The APHIS comment page has fewer than 4000 comments.
... Only 21 days remain for making those substantive comments. Take a stand and make an investment in your dogs by expressing your response to the proposed rules. Each position statement or form letter will count as one comment.
Each lover of dogs needs to read the proposal and respond on the APHIS page or be prepared to say goodbye to the availability of healthy, home raised dogs, and goodbye to shows, clubs, the sport of dogs because only commercial breeding facilities that are USDA licensed prevail with this language.
21 days to make a difference or let the numbers of opposition to home bred dogs forever change dog ownership and dog breeding in America. Time for you to decide if that is really the future you want for dogs. Do you own or co-own dogs? Are 5 or more of them female? (Even if they don't live with you) Have you ever bred a litter of dogs? Have you ever delivered a puppy to a new owner and didn't require them to come to your home to pick it up? If you answered yes to those questions, you are a commercial dog breeder according to the new rules being proposed by the USDA APHIS regulations.
You will need... to buy a USDA license to continue to breed your dogs and comply with all of the regulations pertaining to space and conditions for dogs that any large commercial breeder must comply with including not allowing socializing of your puppies younger than 4 months with any adult dog not their mother or foster mother. No couches or human beds for the dogs because they MUST be kept on surfaces impermeable to moisture. These are only a few of the rules you will need to follow. Think you can stay “under the radar”? Think again, HSUS and other animal rights groups offer bounties to people who turn you in.
Don’t wait for someone else to save you, start swimming and log on to the web page for public input, write your legislature OBJECT as loudly as you can. Numbers matter. Do it today!!!

My understanding is that there are only 6 thousand comments, and if that is all there is, I don't see it changing anything.
NUMBERS DO MAKE A DIFFERENCE!!!! Spread the word!!
So, if you have not voiced your opinion on the new rules, now is the time to do it, because July 16th, is the last day.
