In summers,the weather is too hot in here.Today 102 F and humidity is % 30,jun/july reaches 115 F.
Is it safe for him?

Keep him indoors with A/C on and only out to potty. Plenty of water too. If it cools off at night, maybe a short walk around. Most Mastiffs hate the heat and it can be dangerous.

Gina is 100% right. That's to hot for a mastiff. Don't leave him outside during the day when the weather is the hottest. Put AC on for sure.
Never leave your dog in your car for even a few minutes when it's that hot.
You can try putting towels under running cool (not ice cold) water
and laying them on his belly to cool down. Another thing is a child's
wading pool if he will go into it...put it in the shade. I think Linda
posted pictures of water spray things you can attached to the eaves
of your house to try to cool it down.
My dog is miserable if it gets over 70 degrees! He loves the AC. They sell "cool beds" that may help some.

That is even too hot for humans!

 

Keep him inside in the air conditioning at all times - short potty breaks only, and then not in the hottest part of the day.

I turned the air on this morning because weather is going to be in 90's next few days,,,,,,I have to force Dozer to come in the nice cool house....he's a dork,,,lol...but right now he is laying on the nice cool stone floor in front of the fan.

Absolutely too hot outdoors (I live in west Texas where it's really hot many months out of the year). Mine stay in the house most of the time except potty breaks. I let 2 or 3 at a time in the evening for play breaks. In the "old" days before the pack fight, the often got up at 3-4am and. Played, but those days are no longer allowed.
